Minutes - April 5, 2010

1. CALL REGULAR MONTHLY MEETING TO ORDER – The April 5, 2010 BCA Board of Directors meeting was called to order by President Rowe at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. Directors Friedel, Guthrie, Livingston, and McGinniss, Community Manager Pritz and Recorder Judy Agee were present. Director McLenagan was absent.2. MEMBER VOICE -
- Jimmy Angel of Regatta Pointe suggested that the board consider improving the entrance at Old Hundred Road and Millridge Parkway to have a better impact when entering the community.
- Frances Hillman of Huntgate Woods suggested improving the entrance at Brandermill Parkway near Brandermill Woods.
3. EXECUTIVE SESSION - Rule Violation
MOTION: Director McGinniss moved to enter into executive session to discuss a rule violation.
MOTION SECONDED: Director Friedel
MOTION CARRIED: Unanimously
4. RETURN TO OPEN SESSION
The board returned to open session.
MOTION: Director Livingston moved to approve the waiver with minimum modifications and to work with the staff and ARB to develop language to allow the committee some flexibility.
MOTION SECONDED: Director Guthrie
MOTION CARRIED: Unanimously
5. MOTION TO APPROVE MINUTES – March 1, 2010
MOTION: Director Guthrie moved to approve the minutes of the March 1, 2010 meeting.
MOTION SECONDED: Director Friedel
MOTION CARRIED: President Rowe, Directors Friedel and Guthrie approved. Director Livingston opposed. Director McGinniss abstained.
6. PRESIDENT’S REPORT – President Rowe highlighted her written report. Community Manager Pritz will respond to a resident's letter regarding dogs continuing to run loose in the Sunday Park area, which has been patrolled by Chesterfield County Animal Control for several months. President Rowe announced the board received Keith McGinniss' resignation as chair of the Reservoir Management Group for personal reasons and approved Bob Malek's appointment as chair, and Susan Smith will serve as secretary. The board agreed that a written committee report should be included in the board packet or the chair/designated committee member should present the report at the board meeting. Board members should not be reporting for committees. President Rowe suggested holding an Employee Appreciation Day to recognize BCA staff.
A. Director Reports - There was no report.
B. Master Plan Report – John McLenagan – There was no report.
C. Comp Steering Plan – Keith McGinniss – Director McGinniss reported that Chesterfield County Board of Supervisors, the Planning Commission, and the School Board received the approved vision statement of the Comp Steering Plan. He noted that the group is starting to finalize the land use and transportation sections of the plan and that the reports are available on the Chesterfield County website: www.chesterfield.gov.
7. MANAGER’S REPORT – Community Manager Pritz reviewed her written report and stated reports were included from Community Services and The Village Mill. She stated we have found a Brandermill business owner who will be running the concessions this year. Director Guthrie recognized the BCA Maintenance Department for the installation of the brick median at Millridge and Brandermill Parkways. He also wanted to note the board's recognition of Forrest and Betty Hunter Clapp who have helped protect the environmental well being of this community and to wish them well with their move.
8. COMMITTEE REPORTS
A. Crime Prevention - There was no report.
B. Finance - Buddy Whitfield, chair of the Finance Committee, reported the committee met with the auditor on March 29th, who noted that regular contributions are made to the reserve fund, there is no debt, the tax returns were completed, and that he considers the BCA one of the best financially managed communities. Mr. Whitfield reported two subcommittees were formed to assist with the functional budget and the upcoming reserve study. The committee will review the 2010 first quarter financial statement at their April 26th meeting.
C. Hydrilla Update - Task Force - Susan Smith reviewed the minutes of the Reservoir Management Group's March 9th meeting which included an update from Roy Covington, Chesterfield County Director of Utilities, regarding the county's plans to address the hydrilla problem. She noted that an article regarding the introduction of carp into the reservoir will be in the next edition of The Village Mill.
D. MPOC - There was no report.
E. NRC – Chair Mamie McNeal reported that an audio recording of the NRC's Meet the Candidates meeting on March 9th is on the NRC website: www.brandermillnrc.com to allow each candidate's response to be heard. Several NRC representatives have recently organized meetings for their neighborhoods to address covenant issues as presented by the Community Character Committee, who will give their report at the next board meeting.
9. MOTION TO APPROVE FACILITIES COMMITTEE CHARTER - Bob Friedel -
Member Voice – There were no speakers.
MOTION: Director Friedel moved to approve the Facilities Committee Charter, as amended.
It was noted the Pool Committee has reviewed this charter and has no further comments.
MOTION SECONDED: Director Guthrie
MOTION CARRIED: Unanimously
10. MOTION TO APPROVE COMMUNITY IMPROVEMENT GRANT APP
MOTION: Director McGinniss moved to approve the Community Improvement Grant Application in the amount of $170 to beautify McTyre's Cove neighborhood and to eliminate the last paragraph of the request.
MOTION SECONDED: Director Friedel
MOTION CARRIED: Unanimously
11. EXECUTIVE SESSION - Discuss Contract
MOTION: Director Guthrie moved to enter into executive session to discuss a contract.
MOTION SECONDED: Director McGinniss
MOTION CARRIED: Unanimously
12. RETURN TO OPEN SESSION
The board returned to open session.
The board agreed that President Rowe, Susan Smith, Environmental Committee Chair and Community Manager Pritz will serve as a committee to interview several landscape designers and come back to the board with a recommendation.
13. ADJOURNMENT –
MOTION: President Rowe adjourned the meeting at 8:55 PM.

Three incumbent board members, Dick Guthrie, Jason Livingston, and Joyce Rowe, were reelected to the BCA Board for three-year terms, along with newcomer Frances Hillman, who will serve one year. (more...)

The Riparian Stewardship Program, which is sponsored by the Chesterfield County Environmental Engineering Department and Friends of Chesterfield’s Riverfront, recently mailed postcards to Brandermill waterfront property owners offering suggestions about planting in the riparian buffer areas.
