BCA Board of Directors Meeting, February 6, 2012

Minutes
1. CALL REGULAR MONTHLY MEETING TO ORDER – The February 6, 2012 BCA Board of Directors meeting was called to order by President McLenagan at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. Directors Guthrie, Hillman, Livingston, O'Hanley and Rowe, Community Manager Pritz, Assistant Community Manager Raimo and Recorder Judy Agee were present. Director McGinniss was absent.
2. MEMBER VOICE - David Schein, Spring Gate expressed his concern that assesments have increased while property values have decreased. He also suggested each neighborhood should be given its share of assessments to spend as needed and function independently. He suggested the pools be sold or shut down and not subsidized by the assessments. He stated he has heard from several people that the roundabout sign is expensive, not attractive, not well placed, and not useful.
- A Quail Hill resident stated the Lion's Club bass fishing tournament should not be cancelled since she understands the reservoir is now 97% clear of hydrilla. President McLenagan noted that this event is not just for community members and access to the reservoir is for Brandermill residents only. Community Manager Pritz noted the BCA supports the position of Roy Covington, Chesterfield County Department of Utilities that the hydrilla is under control at this point and we should not take the chance of introducing more hydrilla to the reservoir.
3. MOTION TO APPROVE MINUTES – January 9, 2012
MOTION: Director Livingston moved to approve the minutes of the January 9, 2012 board of directors meeting, as written.
MOTION SECONDED: Director Guthrie
MOTION CARRIED: President McLenagan, Directors Guthrie, Hillman, Livingston and O'Hanley approved. Director Rowe abstained.
4. PRESIDENT’S REPORT - President McLenagan reported the 2012 master plan project for tree management along the parkways will begin this week. The first stage of this project will include tree and underbrush clearing along Millridge Parkway from Old Hundred Road to Court Ridge. President McLenagan recognized the master plan projects that have been accomplished by committees without a budget increase during the past two years.
A. Director Reports - Director Guthrie reported the Finance Committee met recently, reviewed the year end financial reports, and found everything to be on track. He noted the committee is reviewing the board's request regarding the pools and will have a report at the next board meeting.
5. MANAGER’S REPORT – Community Manager Pritz highlighted her written report and stated reports were included from staff. She noted VDOT approved the County's request to initiate a CUPD application for the BCA and the latest sign rendering is included for board approval. She noted that ten residents have picked up candidate packages for two board positions and seven applications have been returned.
The board approved Thomas Flynn as a new member of the Facilities Committee.
6. COMMITTEE REPORTS
A. Activities - There was no report.
B. Community Character - December 20, 2011 and January 17, 2012 minutes are attached.
C. Crime Prevention - There was no report.
D. Facilities - Director Rowe reported the Facilities Committee met on February 2, 2012 and recommended the committee be renamed to Parks, Amenities and Recreation Committee (PARC).
MOTION: Director Rowe moved that the Facilities Committee be renamed Parks, Amenities and Recreation Committee (PARC).
MOTION SECONDED: Director O'Hanley
MOTION CARRIED: Unanimously
E. MPOC Project Update - Al Raimo - December 15, 2011 minutes are attached.
F. Natural Resources - January 18, 2012 minutes are attached.
G. NRC - Community Manager Pritz reported the NRC-sponsored "Meet the Candidates" night is scheduled for March 13, 2012, 6:30 PM at Brandermill Woods. Director Hillman reported the NRC will meet in February to elect the 2012 committee officers.
7. MOTION TO APPROVE COMMITTEE CHARTERS
MOTION: Director Livingston moved to approve the ARB, Natural Resources and NRC Committee Charters, as presented.
MOTION SECONDED: Director Guthrie
MOTION CARRIED: Unanimously
8. UPDATE ON ROUNDABOUT - Jane Pritz
Community Manager Pritz addressed this subject in agenda item 5 under Manager's Report.
9. PROPOSED EXTENSION CORD POLICY - Community Manager Pritz outlined the proposed policy developed by the Natural Resources Committee to address extension cords that are placed across BCA bike paths which creates a serious liability issue. After contacted by the resident and the installation fee is paid BCA maintenance will install a pipe underneath the bike trail to hold the electrical cord. Homeowners who live adjacent to the lake with a bike path behind their home will be notified of this new policy after board approval.
10. MASTER PLAN PROJECTS UPDATE - Assistant Community Manager Raimo gave an overview of the 2011 Master Plan projects during his powerpoint presentation.
11. EXECUTIVE SESSION - To discuss a contract and personnel issue
MOTION: Director Rowe moved to enter into executive session to discuss a contract and personnel issue.
MOTION SECONDED: Director Hillman
MOTION CARRIED: Unanimously
12. RETURN TO OPEN SESSION - President McLenagan returned to open session.
MOTION: Director Livingston moved to authorize the community manager to enter into an erosion control contract with Miller's Lawn & Landscape.
MOTION SECONDED: Director Rowe
MOTION CARRIED: Unanimously
13. ADJOURNMENT
President McLenagan adjourned the February 6, 2012 Board of Directors meeting at 8:50 PM.
