Re: Water Quality from Swift Creek Reservoir
 

Some individuals that receive water from the Swift Creek Reservoir have noticed a slight musty or earthy taste in their drinking water. The water is safe and this is only an aesthetic concern. This taste is due to algal growth in the Swift Creek Reservoir. As the algae organisms grow and multiply, they excrete small amounts of harmless compounds into the reservoir water that may cause a musty or earthy taste and odor.

 

The area has been limited mainly to Brandermill, and some areas to the north-east. The Addison-Evans Water Treatment Plant has taken corrective action in their treatment process to address the taste and odor. We actively flushed the system in areas where there have been taste and odor concerns. With the corrective action at the treatment plant, the taste and odor concerns have diminished as the water is flushed throughout the system.

 

The water is safe to drink and meets all required Federal and State Safe Drinking Water Act requirements. Natural processes like algal growth can be difficult to predict and we will continue to monitor and adjust our treatment process to address this issue. For customers who are experiencing taste and odor concerns, you may contact the Department of Utilities at 748-1310, Monday through Friday from 7:30am to 4:00 pm. For concerns after normal working hours and on the weekends, the department can be reached at 744-1360. Chesterfield County Utilities would like to thank our customers for their patience as we continue to address this issue.

  • A task force will meet on Wednesday, April 26, from 10 a.m. to 12 noon in the BCA conference room to review the Covenant Enforcement process and procedures. The task force will consider what policy changes need to be recommended to the Board to improve the enforcement process.
  • The Community Appearance and Maintenance Committee (CAM) will have a special meeting on Friday, May 5, from 9 a.m. to 1 p.m. in the BCA conference room to begin drafting the Landscape Management Request for Proposal. A new contract will be awarded for the 2018 budget year.

The Meet Your Farmer event that was scheduled for today, Wednesday, April 26 at 10 a.m., has been cancelled. Residents will be notified when this event is rescheduled.

2017 Board Election and Referendum Results

Quorum was reached with 35.42%

  • Tax Referendum #1: Yes - 7,189 votes or 94.49%; No - 419 or 5.5%
  • Pool Compromise Referendum #2: Yes - 5,145 votes or 68.52%;
    No - 2,363 or 31.47%
    The pool compromise needed 75% in favor in order to pass
  • Non-binding survey on Universal Pool Access (UPA): Yes - 3,122 votes or 40.86%; No - 4,518 votes or 59.13% opposed

Board election results:

  • Frances Hillman with 4,734 votes or 36.02%
  • Greg Pearson with 4,540 votes or 34.54 %
  • Brandon Rumancik with 3,730 votes or 28.38%

The two vacant board positions will be filled by Frances Hillman and Greg Pearson. Congratulations on your re-election to the Board.

Upcoming Meetings on Waterford Park

  • A Community Meeting, hosted by Clover Hill District Supervisor Christopher Winslow and Gloria Freye, J.D. of the Chesterfield County Planning Commission, will be held on Thursday, February 16 at 6 p.m., in the Clover Hill High School auditorium.
  • The Board of Supervisors will meet on Wednesday, February 22 at 6 p.m. in the County Public Meeting Room.

Residents are encouraged to attend.

Pedestrian bridge between Millcrest & Chimney House Neighborhoods

The pedestrian bridge is closed for construction, and is expected to be completed within a week to 10 days.

UPDATE: Schedule adjustments due to road conditions

  • BCA Office will open on Wednesday, January 11 at 10 a.m.
     
  • VDOT announced on Monday afternoon that it had discontinued snow removal operations and would allow predicted improving weather conditions to melt any remaining ice and snow. If you have questions concerning road conditions, please call the VDOT at 1-800-367-7623
     
  • Three committee meetings originally scheduled for Tuesday, January 10,  the ARB at 3:30 p.m.,  Community Appearance & Maintenance at 7 p.m., and the 2017 NRC Annual Meeting at 7 p.m. are all cancelled and will be rescheduled
     
  • County Waste has advised the BCA that ALL RESIDENTIAL OPERATIONS will be suspended through Tuesday, January 10, a two day delay from the normal pick-up schedule. Operations will begin on Wednesday, January 11, and be completed by Sunday, January 15. If you have questions, please call 843-9288.

The 2017 NRC Annual Meeting originally scheduled for Tuesday, January 10 at 7 p.m. has been canceled, and will be rescheduled.

Due to our current weather conditions with negative temperatures and icy roadways, County Waste Operations will be suspending trash and recycling services on Monday, January 9 and those services will be delayed during the week of January 9 through January 14.

Please find an updated service collection schedule for the week of January 9, 2017 through January 14, 2017 below for these impacted service areas:  

  • Monday, 1/9 – No Operations (residential, commercial FL, roll off);
  • Tuesday, 1/10 – Residential services plan to recommence at 10am, All trash and recycling services regularly scheduled for Monday 1/9 to be collected;
  • Wednesday, 1/11 – All trash and recycling services regularly scheduled for Tuesday 1/10 to be collected, plus any remaining Monday 1/9 routes;
  • Thursday, 1/12 – All trash and recycling services regularly scheduled for Wednesday 1/11 to be collected;
  • Friday, 1/13 – All trash and recycling services regularly scheduled for Thursday 1/12 to be collected;
  • Saturday, 1/14 – All trash and recycling services regularly scheduled for Friday 1/13 to be collected;
  • Sunday, 1/15 – All remaining trash and recycling services from Saturday 1/14 commercial pickup to be completed.

In an abundance of caution in order to ensure safety:

  • The Board of Directors Meeting, which was originally scheduled for tomorrow, Monday, January 9, has been rescheduled for Tuesday, January 17 at 7 p.m.; location to be determined.
  • The BCA Office will be closed tomorrow, Monday, January 9. Additional information about the office schedule for Tuesday will be determined tomorrow.

The BCA has just learned that the Chesterfield County Planning Commission deferred the case for the Waterford Adventure Park scheduled for Tuesday, September 20. The meeting has been deferred for 60 days.

GENITO ROAD BRIDGE REPALCEMENT- UPDATE

Friday July 29, 2016
 

I have just finished a meeting with VDOT representatives and wanted to give a brief update.

The contractor is pushing to complete work as quickly as possible, in order to open the bridge/road again prior to the target completion date of August 15th, if possible.

The work hours so far have been from @ 5am till @ 9:30pm.  However because of the severe weather conditions (extremely high temperatures & humidity) they plan to pour concrete on the decking of the bridge late Sunday night and into early Monday morning August 1st.   Every effort is being made to minimize noise and or disturbance.  

VDOT will be monitoring the work being conducted and residents with concerns are encouraged to contact VDOT directly by calling, 1-800-FOR-ROAD, or 804-674-2819.

As a side note the BCA tree management project continues in the area, and we expect to be completed by the end of next week.

    ROAD CLOSURE
    Millridge Parkway from Court Ridge to Glen Eagles is currently closed due to icing. VDOT has done all they can do at this time. Temperatures are expected to rise above freezing later this evening. Eveyone is strongly encouraged to avoid driving in this area if at all possible.

    The BCA office will OPEN AT 10 a.m. TOMORROW, Tuesday, January 26.

    Snow removal in all neighborhoods of Brandermill is the sole responsibility of VDOT. Call VDOT Street Maintenance at 1-800-367-7623 regarding clearing of neighborhood streets.

    County Waste Operations are evaluating road conditions for residential waste and recycling services. Due to snow coverage on many of the secondary roads used to service our residential communities, all Central Virginia Area Divisions will be running at least one day behind schedule for the week of Monday, January 25 through Friday, January 29.

     SPECIAL WEATHER ANNOUNCEMENT

    Given the prediction of a major snow event in the next 24 to 48 hours, here are some important reminders and information we want to provide for residents.

    Clearing of roads: VDOT is primarily responsible for clearing public streets. BCA Maintenance crews will assist VDOT in snow removal on the major parkways and loop roads only. If the storm is truly severe, it may be a couple of days before clearing can begin. BCA Maintenance will not enter neighborhood roads to plow. We have a tandum load of sand/salt mixture delivered from VDOT, BCA crews are on-call and will be on-site when the snow stops to assist the work on the major parkways and loop roads. BCA trucks are also prepared to spread sand on identified problem areas.

    PLEASE REMOVE VEHICLES FROM THE STREETS TO ASSIST SNOW REMOVAL.

    Downed Tree: If a tree falls on your property you are the responsible party for removal, regardless of where the tree was standing when it fell. Call your insurance company to report a claim if there is property damage. Contact a trusted tree service contractor for tree removal. A good source for finding a reputable contractor is the Better Business Bureau.

    The Brandermill Country Club golf course is private property and residents are reminded that sledding anywhere on the course is prohibited. Playing on the greens is particularly destructive and very expensive to repair.

    Boatowners are asked to please check and secure your boat as soon as safely possible.

    OUTDOOR ADVENTURE PARK PROPOSED

    Community Meeting to be held on Thursday, January 21
    Swift Creek Middle School, 7 p.m.

     

    Waterford Park, LLC, the owner of land behind the Waterford Business Center (Food Lion, Colonial Village Apartments, etc), is seeking to develop the area on both sides of the road that leads to the Genito Storage facility into an Outdoor Adventure Park. The development is proposed to include a large water element for cable skiing and whitewater rafting (note that this is not a pool and is not a waterpark), a zipline tree canopy activity, vertical wall climbing, an outdoor concert venue, eateries, and townhomes/apartments. As a part of their development effort, Waterford Park, LLC has asked that a community meeting be held to discuss the proposed Adventure Park. Residents are encouraged to come and learn about the project and weigh in on what you would like to see.

    The Brandermill Community Association Board of Directors met last night, Monday, November 23, 2015 and adopted the budget for Fiscal Year 2016.  The BCA operates on a calendar year basis and the annual assessment will increase 4.5% effective January 1, 2016.  The link herein provides access to the budget and outlines the revenue and expenditures that are anticipated for the coming fiscal year.  This information is being provided in digital format to all those for whom we have emails on file, is available on the website, and is being distributed in hard-copy format to all members.

    Boat owners who store their boats in the trailer lot at The Landing in Commodore Point have been asked to remove their boats until November 16. These boat owners are allowed to store their boats at the home or an alternate location for the duration of the project. If work is completed sooner then the BCA will notify the boat owners when they can return their boats.

    The Reservoir Hydrilla Management Group (RHMG) will host a special meeting this Thursday, September 10th for the purpose of hearing from county and state officials regarding the latest lake survey (updated since the August 6th meeting) and their plans to combat the worsening situation of hydrilla growth in the reservoir.

    Since the beginning of June, multiple vehicles in Brandermill have been rummaged through and items stolen. Last night several cars were rummaged through and two cars were stolen, one from the Huntsbridge neighborhood and another from Fox Chase. Some of the vehicles were unlocked; others were locked and were broken into. Please lock your vehicle and keep all valuables out of sight or remove them from your vehicle.

    Chesterfield County Police Department is currently investigating these theft reports. If you have any information concerning these incidents, please notify Chesterfield County Police Department at 748-1251.

    Please note that if your vehicle is unlocked it cannot be broken into, rather it can be "tampered with."

    Chesterfield County Police suggest you do not leave spare keys inside your vehicle.

    Your Association along with Woodlake has been engaged in discussions with East West Communities about securing ownership of the reservoir lake bottom parcels currently owned by East West. Generally, what is being considered is a transfer of ownership, not a purchase. 

    Swift Creek Reservoir is arguably the primary amenity for communities that surround it.  The original contract between the County and the developers stipulated that usage of the reservoir, which provides approximately 12-million gallons of water daily for the county, would be restricted to members of communities that surround it. The ownership transfer being discussed would continue this legal stipulation and reinforce the desire of the developers and the BCA and WCA communities to maintain the reservoir in its current character. For example, it is believed that the recurring hydrilla infestation of the reservoir resulted from the aquatic plant being carried into the reservoir by boat.  While the hydrilla can be managed, it will never disappear completely, and other such problems may not prove to be as manageable.  However, limiting the access of boats to the reservoir to those of approved and licensed community members as stipulated above will help reduce the problem of recurring infestations of hydrilla and other similar problems. 

    While the ownership discussions are continuing, we anticipate news media reports about the issue and wanted you to be aware of the historical legal basis of the current status of limitations of usage of the reservoir.  Your BCA Board will be addressing further the overall issue in the next several months.

    The BCA customer service hours have expanded to year round.  The office will open at 7:00 a.m. Monday through Thursday and close at 6:00 p.m. On Fridays, the office will be open from 8:00 a.m. to noon.

    Members are encouraged to drop-in to the office for routine transactions. However, if you have something specific that you need to talk to someone about, please call ahead and make an appointment so that staff can make arrangements to be present when you need us to be – earlier or later than “normal”.

    A Long Shadow resident said that a large raccoon entered her yard on Tuesday, February 24 and attacked her 20-year-old male cat. The pet owner called Chesterfield County Animal Control to report the incident, but both animals had run off before an officer arrived.

    Late Tuesday night, the cat returned home with multiple injuries and due to his age and condition, he was euthanized the following morning. To date, results of the rabies test on the cat have not been released.

    Chesterfield County Animal Control Officer Ramat offers the following advice to pet owners.

    • Ensure that all dogs and indoor and outdoor cats are up-to-date on their rabies shots. Should a vaccinated pet be bitten by a wild animal, the pet must be quarantined 45 days. Should an attacked pet not be current on its shots, it must be quarantined six months.

    • If you see a raccoon or any wild animal acting strangely such as lethargic or aggressive behavior, please call Animal Control at 748-1251. Stay away but keep an eye on the animal until an officer arrives.

    • For information on trapping or relocating a wild animal, call Game and Inland Fisheries at 367-1000.

    Per Article III, Section 4 of the Bylaws of the Association, two members of the Board of Directors may call for a Special Meeting of the Board. Directors Blom and Hillman have requested a meeting and therefore a Special Meeting of the Board  will need to take place. The purpose of the meeting is to discuss the ARB Committee and its membership. The Board may also enter into Executive Session for discussion of personnel matters.

    Under the direction of the Chesterfield County Police and Fire Marshal’s Office (Fire Marshal's letter), beginning 5 p.m. until 9:45 p.m. on July 4th, access to Millridge Parkway will be limited to Brandermill residents and their guests who display a valid resident hangtag, a valid driver’s license with a Brandermill address or patrons of The Boathouse restaurant with proof of reservations. In addition, no parking will be allowed on Millridge Parkway during these times. Parking within the neighborhoods surrounding Sunday Park will be restricted to only one side of the street. Brandermill residents may obtain a resident’s parking hangtag for themselves or their guests from the BCA office during business hours. Proof of residency may be required.

    The BCA is being required by the Chesterfield County Fire Marshal Office to make changes in our procedures for parking and crowd control on July 4. We are asking residents help to implement these changes for a safer event.

     Beginning at 5 p.m. there will be two checkpoints the evening of July 4 – one at the intersection of Brandermill and Millridge Parkways; the other at Millridge Parkway and Village Green Drive. To get beyond these checkpoints you will need to have proof of your Brandermill residency or proof of The Boathouse reservations. Proof of residency may be in the form of your 2014 residents parking hangtag or a valid driver’s license. There will be no parking allowed on the sides of the streets or in any neighborhoods. If you have guests coming, please plan accordingly.

     2014 Resident Parking hangtags are available free of charge to residents at the BCA office during business hours.

    In order to provide residents with an additional opportunity to get their pool IDs made, extended office hours will be available on Saturday, 
    May 24 from 10 a.m. to noon.

    The Brandermill History Project Committee (BHPC) is collecting all kinds of Brandermill memorabilia. If you have items you would like to donate, please complete the donation form and drop it off along with your donated items at the BCA office during normal business hours.

    Treasurer Frances Hillman has been re-elected to a 3-year term. Director Greg Pearson will join her on the board. Pearson received 3,356 votes or 37%; Hillman received 3,215 votes or 36%; and Graham Henderson received 2,309 votes or 26%.

    Out of 17,770 eligible votes, 4,861 were cast. This means that only 27.36% of all votes were cast; quorum is 20%.

    The referendum to prevent taxation by the IRS on any surplus revenue passed with 4,207 yes votes.

    BCA Maintenance crews will assist VDOT with plowing roads in the community. Our crews will begin plowing the parkways and entrances to neighborhoods when the heavy snow has stopped falling.

    The postmark deadline for surveys is Wednesday, February 12. Deadline to drop surveys off to the office is 5 p.m., Friday, February 14.

    Chesterfield County is under a winter storm watch for Wednesday evening into Thursday morning. Due to impending weather, members should plan accordingly and are strongly encouraged to return surveys as soon as possible.

    A message from Community Character Committee Chair Dianne Cardea: Last week, flyers with pertinent mailbox replacement information were delivered to each brown mailbox chute in Brandermill. The complete mailbox guidelines approved by the BCA Board can be found on the BCA website under Community Information/Helpful Information.

    The policy of the BCA is that committee members cannot negotiate with vendors on behalf of community members. Instead, the CCC has always encouraged residents to band with their neighbors and contact vendors to work a deal that is suitable for them. Vendors have always been willing to make plans with a group of residents, usually five or more. It is also helpful if the residents live on the same street.

    This plan has worked well throughout Brandermill over the past three years in neighborhoods, just to name a few: Stoney Ridge, Millcrest, Poplar Grove, Quail Hollow, and Commodore Point, the first neighborhood with all new mailboxes installed. We encourage residents to work with our very professional and accommodating vendors.

    Transition to New Mailboxes

    New mailboxes of residential properties must be installed no later than December 31, 2013.

    Purchasing/Ordering New Units

    • Contractor/Vendor Purchases. To date there are four ARB-approved contractors listed alphabetically by business name: Acadiana Carpentry & Home Repair, Steven J. Clause, 467-4290; GSLBuilders, Dave Maiorana, 304-5646; MailboxesbyAkins, Vern Akins, 536-6804; and Major Creations by Minor, Jim Minor, 477-4888.

    • Homeowner build-it-yourself option. A spec sheet is available at the BCA upon request. BCA staff will inspect the structure and installation upon completion for compliance.
    • Homeowner do-it-yourself installation. In some cases an approved contractor will build the unit and the homeowner may pick it up, and following written instructions from the contractor, self-install the unit on the property.

    Cluster mailbox units

    One contractor, Major Creations by Minor, will install the mailbox cluster units. Prices of units and installation may vary between $130 and $150 depending on the number of mailboxes per unit and the mailbox environment. Before an order for a new mailbox cluster unit can be accepted, all property owners must submit cash or a check payable to the contractor.
    Checks may be sent to the attention of Assistant Community Manager Al Raimo who will coordinate the ordering and payment to the contractor. No credit cards will be accepted. Checks may be mailed to: BCA, 3001 E. Boundary Ter., Midlothian, VA 23112.

    Sub-Associations

    Neighborhoods of Gleneagles, Muirfield Green, Spinnaker Cove, and Woodbridge Crossing. Units will remain with existing design and color. At such time as the sub-associations would like to change their units, they will submit plans to the ARB for approval.

    Covenant Enforcement

    • Maintenance of existing units. BCA will sell brown paint until the end of the transition period, December 31, 2013.
    • Mandatory replacement of existing brown units, prior to end of transition.
    a. Upon such time as the mailbox unit is deemed a standard violation that can no longer be adequately repaired.
    b. Upon disclosure (will be noted in disclosure package) or purchase, sale or transfer of the property.
    • Dual Standards. Home owners with brown mailbox units that are well maintained will be allowed to keep their units until the end of the transition period. Homeowners desiring the new units, regardless of the condition of the brown unit, are encouraged and allowed to switch at any time. Homeowners that allow green posts and black mailboxes (new design) to fall into disrepair or become unsightly, will be sent a standards violation notice.

    Name on structure

    Name plates were not approved as part of the new design structure, and are not allowed.

    Commercial Establishments

    BCA staff will notify those with brown units and advise them of the new design and seek voluntary compliance. At this time, commercial design standards are silent on mailbox choices.

    Many residents will soon be starting a variety of home improvement projects. As a general rule, if your project includes any changes to the outside appearance of your home, an application for approval must be submitted to the BCA Architectural Review Board. Most projects, such as additions, deck conversions, fences, color changes and accessory buildings require the approval of the ARB. Meetings are held on the second and fourth Tuesday of each month. 

    There are five general applications.

    • Color Approval
    This form is used for changes in exterior colors on a home or for a new roof. For paint colors, the color name or number, the manufacturer’s name and a color chip are required. For new roofs, the manufacturer’s name, the color of the  roof and the warranty are required.
    • Fence Application
    Residents submit this form to apply for a fence or dog pen in a yard or for screening boats, trailers, propane tanks and other mechanical equipment. A fence application must include a plat of the property showing where the fence or enclosure is to be located as well as a description of the style of fencing to be used, including the height.
    • Home Improvement Application
    his form is used for many types of projects. These can include additions, sheds, deck extensions, replacement windows or doors, skylights, awnings and major landscaping. Depending on the type of project, this application may require a plat, floor plans and scale drawings of all elevations, dimensions and roof pitches as well as exterior materials and finishes.
    • Vinyl Application
    Residents who wish to install vinyl siding must complete and submit this application with a sample of the vinyl in the color that will be used. The application includes the standards for vinyl installation in Brandermill as well as nominal wall thickness.
    • New Home Application
    This includes all the paperwork required for the two-stage review process for new homes and the Certificate of Compliance to be completed by the community architect when the home is complete. ARB requests may be submitted up until 4:30 p.m. the day before the meeting and must include all supportive drawings and information. Residents should allow up to ten days after the review to receive a response. Verbal approvals are not granted.
